Expenditure for Key Chains for Educators Attending Forest Service Seminars

A decision was requested as to whether a voucher for payment of the cost of specially made key chains, which were distributed to educators attending an agency sponsored seminar, could be certified for payment. Payment of the voucher was not approved since the items were in the nature of personal gifts and, therefore, expenditures for them would not constitute a necessary and proper use of appropriated funds.
