A firm objected to an agency's acceptance of a late bid sent by certified mail on Friday but delivered after bid opening at 10 a.m. Monday. The lateness occurred under normal, established Postal Service procedures because the agency's mailroom was closed Saturday and Sunday; the late bid should have been rejected. District of Columbia procurement regulations state that the bid must be received by the exact time of bid opening. The District should adopt Federal Procurement Regulations procedures for the treatment of late bids.
