An association raised questions relating to the process which resulted in a contract to another offerer. The organization was an interested party under Bid Protest Procedures and, as such, was eligible to protest the award. The absence of representatives from the association on the evaluation panel did not provide a basis for objection to the award. The function of the technical evaluation panel is to score proposals in terms of evaluation criteria contained in the solicitation, award on the basis of the highest point score, and lowest price was not improper. There was no impropriety in the conduct of the technical evaluation even though all of the panel members were not present.
