A decision was requested as to whether authority existed for the heads of agencies to incur costs of travel and transportation expenses for the family members of honor award recipients to attend award ceremonies. There was no authority for the Civil Service Commission to issue regulations authorizing the payment of such expenses since those expenses were not considered a "necessary expense" under the applicable statutes.
