A firm protested the award of a contract under a request for proposals, alleging that the successful offerer's proposal did not comply with the solicitation requirements and that the solicitation should have been amended and negotiations reopened. Since the specific contract in question had been substantially completed and in view of the agency's position that all future contracts of that type would be formally advertised, little useful purpose would be served through further consideration of the protest.
