The protester objected to the award of a contract to the low bidder. The failure of the low bidder to initial erasures and corrections of two unit prices in its bid was properly waived as a minor informality because there was no doubt as to the intended bid, and failure to initial the erasure and correction of the prompt payment discount was also properly waived because the bid was low even if no discount were offered. The protest regarding the agency's affirmative determination of the prospective contractor's responsibility was not reviewed since there was no evidence of fraud on the part of agency officials. The protest regarding the small business status of the proposed awardee was not for consideration by GAO since the Small Business Administration had exclusive jurisdiction over such matters.
