A firm alleged that the solicitation was ambiguous and, therefore, defective and should be cancelled. The protest was timely filed because it concerned an impropriety in the solicitation that was not apparent on its face. The solicitation was defective because it did not define the quantity to be procured. However, the procurement need not be canceled because the protester was not prejudiced by the deficiency, and adequate competition and reasonable prices were obtained.
