The protester requested reconsideration of a decision denying its protest against a sole-source procurement, alleging that the agency failed to fulfill its promise to provide an opportunity to submit a competitive proposal. This complaint was not raised in the initial protest and was not considered. Assuming that the agency refused to release information on its requirements, the protester should have pursued a disclosure request under the Freedom of Information Act. The blanket offer by the protester to provide a laundry system was insufficient to demonstrate the arbitrariness of the noncompetitive procurement from the only source believed capable of furnishing a system meeting the agency's requirements and, in the absence of a demonstration of any errors of fact or law, the prior decision was affirmed.
