Withdrawal of Part of Previous Decision Due to New Facts

The agency provided information and additional facts which it felt demonstrated that discussions were held with the protester and that the discussions were fully in accordance with existing law. Although the issue was not raised by any party to the original protest and although the issue was not in any way dispositive of the protest, GAO had made an observation on the matter. In view of the new facts presented by the agency, the portion of the previous decision discussing the suggested deficiency relating to the conduct of negotiations was withdrawn.
