The protester objected to the agency's refusal to permit the correction or waiver of a mistake in its bid. The use of the wrong bidding schedule in the invitation rather than the new bidding schedule incorporated by an amendment which reduced the estimated quantity of work could not be waived or corrected as a minor informality or irregularity since correction of the error would displace another bidder. The intended bid could not be ascertained from the bid and the invitation, and there was nothing in the bid or invitation to establish that the bid would have been the same for the reduced quantity since pricing might have been influenced by variations in the quantity estimate requirements.
