Payment of Certain Relocation Expenses Where Local Custom Regarding Payment Is Unsettled

An employee claimed reimbursement of the expenses incurred for State revenue stamps and documentary stamps on the note and deed incident to the purchase of a residence at his new duty station. Since there was no clear local custom as to whom the items were chargeable, the otherwise allowable items could be paid by the buyer in accordance with the terms of the sales contract.
