Highlights

A company protested cancellation of a solicitation and resolicitation of the requirement subject to an extended delivery schedule. The propriety of the cancellation based on bid prices considerably higher than the Government estimate was substantiated by the fact that the estimate was in line with the majority of bids received upon resolicitation and with the low but nonresponsive bid under the initial solicitation. Resolicitation on the basis of an extended delivery schedule was not improper where the contracting officer found that the earlier delivery dates had unnecessarily restricted competition.
