Protest Alleging Inadequate Bid Preparation Time

The protester contended that the solicitation did not allow it adequate time to prepare a proposal, arguing that it was not given the same amount of time as firms that were solicited by the agency. Although the 2-day period allowed for submission of proposals was probably not justified in view of the requirement for maximum competition, circumstances would not have permitted extension of the proposal submission period sufficient to enable the protester to make its equipment compatible with that specified in the solicitation.
