Applicability of Modification to Code of Federal Regulations

The applicability of a modification to the Code of Federal Regulations to a small business procurement was questioned. The modification reduced the limit on total annual receipts for classification as a small business. Since authority over determination of size status is vested in the Small Business Administration, GAO cannot consider the issue of the regulations' applicability.
