A company requested reconsideration of a decision holding its protest to be untimely, contending that it had made a timely telephonic protest both to the contracting officer and to GAO and, alternatively, that its protest raised significant issues. Oral filing of the protest did not conform with regulations which require that complaints be filed with GAO in writing and within stated time limits. The issues presented did not meet standards for considering untimely protests.
