On July 13, 1979, the Senior Executive Service (SES) came into being. SES was created by title IV of the Civil Service Reform Act of 1978 to provide the flexibility needed by agencies to recruit and retain the highly competent and qualified executives needed to provide more effective management. This article appeared in the OGC Adviser, Vol. 4, No. 1, October 1979.
