Request for Payment Certification

An individual requested payment of a contract dispute claim awarded by the Armed Services Board of Contract Appeals. The Army certified the amount of payment, but withheld interest, and has filed an appeal in the Court of Claims. GAO has no authority to effect payment of the amount so long as the matter is the subject of continued litigation.
