Highlights

The General Accounting Office has made an audit of selected activities of the Corps of Engineers (Civil Functions), Department of the Army, in the southwestern area of the United States, and the Southwestern Power Administration, Department of the Interior, for the fiscal years 1960 and 1961. This audit was made pursuant to the Budget and Accounting Act, 1921 (31 U.S.C. 53) and the Accounting and Auditing Act of 1950 (31 U.S.C. 67). Our audit included a review of applicable legislation, a review of the policies and procedures adopted by the Corps and the SWPA, and an examination of the financial statements for the fiscal years 1960 and 1961. This examination was made in accordance with general accepted auditing standards and included tests of the accounting records and financial transactions and such other auditing procedures as we considered necessary in the circumstances. The examination of accounts and financial transactions was conducted at Corps district offices in Little Rock, Arkansas; Tulsa, Oklahoma; Fort Worth, Texas; and Vicksburg, Mississippi, and at the office of the Southwestern Power Administration in Tulsa, Oklahoma.
