Comments on State Department Employee's Relief from Liability for Lost Funds Due to Counterfeit Bills

By letter of April 4, 1991, we were asked to relieve Mr. Farouk Hibri, Class "B" Cashier, in the United States Embassy in Beirut, of liability for a shortage of $1,000.00 due to his acceptance of ten counterfeit $100 bills. We are unable to grant relief.
