GAO commented on whether the: (1) National Aeronautics and Space Administration (NASA) had the authority to use appropriated funds to lease parking spaces for government employees; and (2) fees collected by the NASA Employees' Welfare Association for employee parking on a government-leased parking lot should be deposited in the Treasury of the United States as miscellaneous receipts. GAO held that the: (1) National Aeronautics and Space Act of 1958 authorized NASA to use appropriated funding to pay for employee parking; and (2) fees were not subject to be deposited into the Treasury, since the organization was not collecting the fees on behalf of the federal government.
