Overtime Compensation: Retroactive Quality Step Increase

A former Department of the Interior employee appealed a denied claim for overtime compensation and a quality step increase (QSI) award. GAO held that the appeal was sustained, since: (1) the employee worked overtime without prior authorization or approval; and (2) performance standards for the approval of a QSI had not been established. Accordingly, the claim was denied.
