A firm protested the Navy's rejection of its bid for computer support services, contending that the Navy improperly eliminated its proposal from the competitive range. GAO held that the Navy's elimination of the protester's proposal from the competitive range was based on deficiencies that were similar to features in the proposals included by firms in the competitive range, or were readily correctable, or were the result of misevaluation. Accordingly, the protest was sustained, and GAO recommended that the Navy: (1) establish a new competitive range and conduct discussions as appropriate; and (2) reimburse the protester for its protest costs.
