GAO commented on whether the Coordinator of Information may use appropriated funds to pay for the entertainment of foreign government representatives. The Coordinator considered such entertainment to be necessary for gathering information that is vital to the national security of the United States. GAO held that appropriated funding may be used for such entertainment expenses, since an Executive Order provided for the gathering of foreign intelligence.
