The Veterans Health Administration (VHA) provides health care to the nation's veterans, including everything from treating post-traumatic stress disorder, to providing surgical care, to caring for an aging veteran population. But VHA’s human capital challenges—including skills gaps and inadequate training in its medical centers’ human resources offices—may hamper its ability to fulfill its mission.
