A firm protested a Navy solicitation for mainframe computer maintenance services, contending that the: (1) maintenance diagnostic software requirement unduly restricted competition, since only the original manufacturer could provide the software; and (2) Navy should have set the solicitation aside for small businesses, since there were at least two small businesses that would have submitted bids at reasonable prices. GAO held that the protester: (1) untimely filed its protest after bid opening; and (2) had sufficient information on which to base its protest prior to bid opening. Accordingly, the protest was dismissed.
