A carrier requested review of the General Services Administration's (GSA) audit action on various government bill of lading transactions, contending that the: (1) shipping rate assessed did not apply, since its tender expired before the shipment was effected; and (2) guaranteed traffic tender agreement, which extended its contract, was unauthorized. GAO held that: (1) GSA improperly used an unsigned tender agreement as a basis for its deductions; and (2) the carrier should have been paid in accordance with the applicable non-guaranteed tender. Accordingly, the GSA audit action was reversed.
