A firm protested the Army's decision to perform ammunition transportation services in-house, contending that the Army was required to contract for such services. GAO held that it would not review the Army's decision, since the: (1) matter was one of executive policy and not within its bid protest jurisdiction; and (2) Army did not issue a competitive solicitation for cost comparison purposes. Accordingly, the protest was dismissed.
