A civilian Navy employee requested a waiver of indebtedness for an excessive relocation travel advance he received, contending that: (1) the Navy erroneously advised him that he could ship an automobile at government expense; and (2) as a new employee, he was not familiar with the applicable travel regulations. GAO held that the claimant was: (1) not at fault for the automobile shipment expenses he incurred; and (2) at fault for otherwise exceeding the allowable household goods shipment amount. Accordingly, waiver was granted for the portion of the debt which arose out of the Navy's erroneous advice.
