A freight carrier requested review of a General Services Administration (GSA) transportation audit which determined that the carrier improperly applied an exception shipment charge for shipments moved in a trailer of 29 feet or less. GAO noted that the carrier applied the exception rate because it split the shipment and transported it in two smaller trailers. GAO held that GSA should reaudit the bill and apply lower rates from other tenders involving small shipments. Accordingly, the matter was remanded to GSA for further consideration.
