The Panama Canal Commission asked for a GAO opinion concerning an employee's request for tour renewal travel to Panama for his sons, who live in California with their mother. GAO held that the children of such an employee are not eligible for this allowance since: (1) the sons, who had separate, permanent living arrangements, cannot be considered members of the employee's household within the meaning of Federal travel regulations; and (2) the purpose of the trip was for a summer vacation and not for changing residences. Accordingly, the Commission's decision to deny this request was affirmed.
