Administrative Determination of Liability for Excess Moving Expenses

An employee requested review of a settlement which determined that he was indebted to the government for the excess costs incurred for special services and excess weight in the shipment of his household goods incident to his retirement from the Navy. It was administratively determined that packing the member's household goods resulted in special handling charges over and above the services required in the carrier's contract. Since the record supported the administrative determination and did not show clear evidence of error in the determination, the administrative determination of the member's liability for the excess costs was not questioned.
