Intended Compliance with Representation in Buy American Certification

Award of a General Services Administration contract for wrenches of various descriptions to R & O Industries, Inc., was protested, questioning the awardee's proposed compliance with Buy American certification. An investigation of the offeror's intended method of complying with its Buy American certification will not be considered by GAO.
