Claim of Ex-Wife Guardian of Minor Children of Deceased Air Force Member for Death Gratuity

The ex-wife of a deceased Air Force member appealed a decision disallowing her claim for 6 months' death gratuity as guardian of his minor children. Since the member had remarried, his wife is the beneficiary unless the guardian can show that the member had no spouse when he died.
