The agency recommended waiver of the recovery of annuity payments erroneously paid under the Survivor Benefit Plan to the widow of a retired Service member, [REDACTED]. There was a showing of no fault by the widow and a showing that recovery would result in a financial hardship to her. Waiver under 10 U.S.C. 1453 was permitted since collection in the circumstances would be against equity and good conscience.
