This document responds to a request by the Office of Management and Budget for GAO's comments on possible amendments to H.R. 8588, 95th Congress, a bill which if enacted would create Offices of Inspector General in a number of agencies.

GAO determined that they were in agreement with all of the modifications to H.R. 8588 proposed by the Office of Management and Budget Office to resolve objections raised by the Government Accountability Office and other Federal agencies to certain provisions of that bill. GAO was pleased with the proposals which would eliminate the bill from those sections requiring each Inspector General to submit reports directly to the Congress without review or comment by the agency head. GAO determined that if H.R. 8588 were to be amended in accordance with the proposed amendments, enactment of the bill would be very beneficial.
