Lease of a Building by the Central Intelligence Agency

The Director of Central Intelligence requests the opinion of the Comptroller General in regards to property owned by Mr. John H. Fowler, leased from Mr. Fowler to the Government for the use of the Central Intelligence Agency, upon which the a warehouse was erected by the Government.
