A carrier claimed refund of freight charges the Air Force deducted for damages to a service member's household goods. The claimant contended that the Air Force improperly deducted the charges, since the damaged items could be repaired. GAO held that the claimant was not entitled to a refund, since the Air Force determined that it was not economically feasible to repair the damaged items because the repair costs exceeded the items' value. Accordingly, the claim was denied.
