[Claim for Relocation Expenses Incident to Permanent Change of Station]

A decision was requested concerning the entitlement of an Employment Standards Administration employee to relocation expenses incident to his transfer. The employee requested the transfer and offered to pay his own moving expenses. The vacancy to which he was to transfer was canceled and subsequently reopened and the employee was transferred. The employee contended that the request for transfer and offer to pay expenses were no longer in force by the time he was transferred. GAO disagreed and held that the transfer was at the request and for the convenience of the employee. Accordingly, GAO held that the employee was not entitled to reimbursement.
