GAO was asked whether the Army may spend appropriated funds for entertainment and ethnic food samples to celebrate Humanity Week at the Oakland Army Base. The entertainment scheduled consists of performances by a musical band and singer and several ethnic dance troops. Additionally, free ethnic food samples would be dispensed and ethnic decorations installed. In response, GAO held that appropriated funds could not legally be expended for entertainment activities in the absence of a specific statute or regulation.
