A decision was made as to whether an award of attorney's fees against the Equal Employment Opportunity Commission (EEOC), as losing plaintiff in an enforcement action under civil rights legislation, was payable from EEOC appropriations or from the permanent indefinite appropriation established for the payment of final judgments, awards, and settlements against the United States for which there is no provision. Since no provision of law was found which made EEOC appropriations available for the payment of attorney's fees, the awards were payable from the permanent appropriation.
