A carrier protested award of a contract to the apparent low bidder, contending that the bidder did not have operating authority in its own name and that its bid lacked required information concerning affiliates. The protest was denied because: (1) a former decision was not applicable to the present circumstances in which a certificated carrier intended to employ a noncertificated carrier to perform services; and (2) failure to furnish the certificate of affiliates was an informality which may be cured after bid opening.
