The only bidder on a solicitation protested cancellation of a resolicitation, arguing that there was no compelling reason for the cancellation. The determination that the bid was unreasonable and constituted a compelling reason to cancel the solicitation was not improper; comparison with price on previous procurement of the same item from a large business was proper. Payment of an unreasonable price to establish an additional source for the item was not appropriate. Cancellation was proper, and negotiation on a sole source basis with the bidder who offered the unreasonable price would not be proper since other firms were capable of filling the Government's requirements.
