Protest against Inclusion of a Warranty Provision in Solicitations

A company protested the inclusion of a 5-year warranty in a solicitation. GAO does not question specifications of the contracting agency unless competition was unduly restricted. Neither law nor regulation requires the contracting agency to hold public hearings prior to establishing legitimate needs. The protest was denied. (SW)
