The Architect of the Capitol made inquiries concerning the scope of the travel expense limitation appearing in the annual legislative branch appropriations acts and questioned whether it is limited solely to the travel of Government employees or also includes consulting architects and engineers. The limitation is applicable only to regular and special Government employees of the Office of the Architect of the Capitol, including consulting architects and engineers who by nature of the supervision given them by Federal personnel are tantamount to Federal employees. Travel by independent consulting architects and engineers is not covered by this limitation even if they separately state and are separately reimbursed for their travel expenses.
