Major D. E. King, an Authorized Finance and Accounting Officer of the Department of the Army, requested a decision with regard to the claim of a civilian employee in Hawaii for backpay representing the phasing out and eventual discontinuance of his cost of living allowances and for restoration of the allowance. The action phasing out the allowance was taken in accordance with regulations issued by the Civil Service Commission which has responsibility for administering cost of living allowances. The claim was not allowed.
