The protester objected to the collection of an alleged transportation overcharge by deduction from freight charges otherwise due the carrier. The carrier was not entitled to freight charges based on the capacity load rule since the vehicle furnished by the carrier had a smaller loading area than those defined in the rule. The carrier had the burden of proving the applicability of their freight charges.
