Gordon H. Flattum, attorney-in-fact for the protester, appealed a settlement which concluded that a debt was due the United States with regard to Medicare overpayments. GAO is prohibited from reviewing "reasonable cost determinations" under the Medicare Program for use by the provider in, or to collaterally attack, any specific administrative adjudication or determination by the Secretary of Health, Education, and Welfare or his agent.
