Protest re Bidder's Responsibility Is Denied

A company protested that the low eligible bidder did not meet specific qualifications of IFB; that evidence adduced by bidder to support qualifications lacks probative value; that bidder's prior experience is not sufficiently sophisticated; that bidder was allowed after bid opening to establish its experience; and that low bid had inconsistent bid prices and estimated hours. Once GAO has determined that evidence of responsibility criteria has been furnished, no further objections concerning that experience will be considered. This was a matter for subjective judgment of contracting officer.
