The protest arose out of a General Service Administration evaluation of certain separate charges in a company's best and final proposal. These charges are considered to be in violation of statutory authority for the fixed price clause of the request for proposals (RFP). The clause, however, was ambiguous and misleading; therefore, RFP negotiations should be reopened.
