A common carrier protested the disallowance of its amended claim for refund of an amount administratively deducted from its account due to freight damage. The carrier was liable for damage without proof of negligence unless the damage was affirmatively shown to be the result of one of the exceptions to its liability as a common carrier. Allegations of faulty packaging without evidence that the packaging was the sole cause of damage will not rebut the presumption of negligence by the carrier.
